(Security tab, Password to open) - Prompts for a password before the workbook is opened to prevent others from opening a workbook without the password.

(Security tab, Password to modify) - Prompts for a password before any changes are allowed. If someone opens the workbook as read-only and changes it, it must be saved with a different name.

(Security tab, Read only recommended - Recommends that others open a workbook as read-only. If someone opens the workbook as read-only and changes it, it must be saved with a different name.
