Step 1 - Create a new Site ?

When you create a new site you have an option "Display this site on the toplink bar of the parent site"

Selecting "Yes" means the web address is greyed out when you try and edit the link on the Top Link Bar

Tabs automatically added by SharePoint are security trimmed.

Tabs added manually are not security trimmed

Security Trimmed Tabs

When you let SharePoint create the top links for you they are automatically "security trimmed"

When you create the tabs manually they are not automatically security trimmed.

Links that are security trimmed are greyed out.

When links are inherited and correctly created on the parent site they should be security trimmed on the subsites

When a user has "Design" rights to a site all site tabs that have been created manually (ie not security trimmed) are visible to that user.
